The successful entrepreneurial career of Jim Whited spans decades and varied insurance industry disciplines. His innovations in the trucking and non-standard automobile arena, utilizing technology and reinsured company facilities, has led to the creation of many successful retail, MGA, captive, claims, and technology companies. These entities have provided legendary customer service to retail agency clients in several states throughout the country. This exceptional customer service often delivered in the form of unique technology platforms, have become an integral component of every single Whited organization and a vital part of company internal branding.
In 1990 Jim Whited, as Chairman, created American Southwest Insurance Managers - a Texas based MGA offering non-standard personal auto coverages via reinsured programs. Over the years American Southwest became the flagship company in the Whited organization, producing business distributed by retail insurance agents in Texas, Florida, and California. Technology and customer service were keynote to the American Southwest strategy and ultimately proved to be a solid business approach, producing above industry results reflected in superior profit margins, sustainable growth, and product diversity.
In February of 2011, as American Southwest Insurance Managers approached the pinnacle of success, becoming one of the largest non-standard auto operations in the US ceding over $2B in premium to reinsurers, it was acquired by AmWINS in a landmark industry transaction. This acquisition combined the strengths of two outstanding insurance industry organization creating unique new business opportunities and product dynamics. AmWINS is a global insurance operation producing over 6 billion in premium writings internationally in 17 countries. Mr. Whited is currently actively involved in the non-standard automobile operations, in an advisory and general oversight capacity.
Position: Executive VP Transportation Program Manager
Tammy Summers serves as Executive Vice President and Transportation Program Manager for Encore Special Risks, LLC. She has more than 35 plus years of experience in Commercial Auto Program Design and implementation. Over her career, Tammy has designed and implemented numerous successful Commercial Auto Liability programs. Her experience also includes developing rates and guidelines a for Lloyds Master policy that packaged Motor Truck Cargo and Commercial Auto Physical Damage.
Tammy is an accomplished underwriting professional with experience managing complex accounts, structuring London, Domestic and Re-insured programs always emphasizing excellent customer service. Her background includes holding the pen for both Admitted and Non-admitted companies.
In addition, Tammy is a skilled communicator and has served in various leadership roles throughout her career. She excels at building relationships with Agents, Brokers, Re-insurers and markets. Tammy has an extensive working knowledge of all aspects of transportation “wheels” based business and stays up to date on the ever-changing marketplace.
Among her significant previous accomplishments, Tammy has excelled in department administration, has many years auditing experience and was assigned as company liaison for compliance and regulatory filings.
Tammy is completing her CIC designation. She is also a licensed Property & Casualty agent in Texas and California, holds a Surplus Lines License and Managing General Agent’s License in both states as well.
Jo Anna Dollarhide
Position: Sr. Program Underwriter

Jo Anna has accomplished over 28 years’ experience in the industry from the carrier, wholesale/managing general agent and retail agency perspective. Her expertise includes underwriting, account management, customer service business development, marketing and sales.
Jo Anna has spent over fifteen years as a commercial lines account executive working at Wausau, Arthur J Gallagher & Co. and other retail agencies handling many complex multi-million dollar large commercial and national accounts. Experience includes General Liability, Commercial Auto and Trucking accounts, Motor Truck Cargo, Commercial Auto Physical Damage and Workers Compensation.
In addition, Jo Anna has developed a broad knowledge of all aspects of operations, including accounting, system administration and implementation of numerous management systems and liaison responsible for all Reinsurance reporting and compliance.
Prior to joining Encore Special Risks, LLC, Jo Anna served as an underwriter with Hallmark Financial Services, Inc. Prior to Hallmark she achieved the national honor of earning the top sales agent position at Balboa Insurance Company, a division of Bank of America Corporation.
Jo Anna earned her Bachelors’ degree specializing in Insurance and Risk Management from the University of North Texas in Denton, Texas. She also holds the Accredited Customer Service Representative, ACSR, designation and is completing the Certified Insurance Counselor, CIC, designation. Jo Anna is a licensed Property and Casualty agent in Texas and Michigan and is dedicated to professional service in all aspects of her insurance industry career endeavors.
Position: Account Manager
Location: Richardson, TX
Joe has spent over 15 years working in the insurance industry gaining knowledge through underwriting, customer service and sales positions. He has experience in agency settings as well as directly with the carrier.
The first half of his insurance career was in insurance sales with State Farm and AAA Auto Club South. During this time, he produced new accounts through various marketing and referral activities. Experience includes Business Auto, Motor Truck Cargo, Commercial Auto Physical Damage as well as Personal Lines.
Prior to joining Encore Special Risks, LLC, Joe spent just over 7 years at Hallmark Financial Services, Inc. as a team lead and underwriter.
Joe is currently licensed in the state of Texas for Life, Accident & Health as well as Property and Casualty.
